GIZ-ACCRA will contribute towards the implementation of the climate-relevant elements of the SADC Regional Agricultural Policy (RAP). It operates in 2 action areas: (1) Regional Knowledge Dissemination on Climate-Smart Agriculture (CSA), and (2) Climate Proofing of Agricultural Value Chains. ACCRA will support the strengthening of CCARDESA"s (Centre for Coordination of Agricultural Research and Development for Southern Africa) information, communication and knowledge management (ICKM) system. The overall aim of consultancy is to design, develop and test an improved, user friendly, innovative ICKM system for CCARDESA as well as CCAA (Climate Change Adaptation in Agriculture) / CSA content that helps the organisation fulfil its role as regional knowledge broker in this multi-lingual region. A team is suggested consisting of at least 2 experts with the knowledge and experience on ICKM systems design and implementation (including IT systems) preferably in agricultural development and on knowledge development for specific target groups on climate change adaptation in agriculture and climate-smart agriculture. Regional experience is highly desirable. The consultant has to provide the necessary personnel that are required for the execution of the activity. The team shall be composed of English speaking personnel, while French and Portuguese language skills are an added advantage. The ICKM expert shall act as team leader and be responsible for reporting, the achievement of the deliverables and overall contract delivery. The team leader is also responsible for maintaining close collaboration and regular communications with the GIZ-ACCRA pro-gramme officer responsible for the assignment. According to Article 160, Section 3 of the German Act Against Restraint of Competition, application for reexamination is not permissible insofar as:
1. the applicant has identified the claimed infringement of the contract award regulations before submitting the application for re-examination and has not submitted a complaint to the commissioning party within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of contract award regulations that are evident in the notice are not submitted to the commissioning party at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids,
3. complaints of infringements of contract award regulations that first become evident in the tender documents are not submitted to the commissioning party at the latest by the expiry of the deadline for application or for the submission of bids,
4. more than 15 calendar days have elapsed after receipt of the notification from the commissioning party that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
