         Übergeordnetes Ziel des APRA-Performance Monitorings ist es, dem BMBF eine aussagekräftige Evidenzbasis zur strategischen Weiterentwicklung der Zusammenarbeit mit den Länder und der Region des asiatisch-pazifischen Raums zu liefern – mit einem besonderen Schwerpunkt auf den Schlüsselakteur China.

         Unter den Begriff „Asia Pacific Research Area“ (APRA) werden gefasst: Australien, China (einschließlich Taiwan), Indien, Indonesien, Japan, Malaysia, Neuseeland, Philippinen, Singapur, Südkorea, Thailand, Vietnam

         Auftragsgegenstand ist es, anhand einer Datenanalyse und -interpretation die in der Leistungsbeschreibung genannten Leitfragen zu beantworten und damit die übergeordnete Zielsetzung des APRA-PM zu erfüllen. Die Grundlage hierfür bilden vor allem quantitative Daten, die vom Auftragnehmer jedoch auch qualitativ zu kontextualisieren sind. Auf dieser Basis wird vom Auftragnehmer die Ableitung aussagekräftiger und politisch verwertbarer Schlussfolgerungen und Empfehlungen erwartet. Die durchzuführenden Aktivitäten, die zur Zielerreichung beitragen sollen, umfassen u. a. die kontinuierliche Analyse, Interpretation und Aufbereitung der Daten und Informationen zur Beantwortung der Leitfragen sowie die inhaltliche Konzeption und Organisation eines jährlichen Expertenworkshops. Neben den aus diesen Aktivitäten resultierenden Produkten, werden als zentrale Ergebnisse der Aufbau und die Pflege einer Datenbank, ein jährlicher deutschsprachiger Bericht zur Veröffentlichung, ergänzende Text- und Grafikzulieferungen sowie Institutionsrankings für China erwartet.
