         Erstellung eines Natura 2000-Managementplans für das 1 828 ha große FFH-Gebiet „Hochschwarzwald um Hinterzarten“ im Landkreis Breisgau-Hochschwarzwald einschließlich vegetationskundlicher und faunistischer Erhebungen. Grundlage für die Erstellung des Managementplans ist das „Handbuch zur Erstellung von Managementplänen für die Natura 2000-Gebiete in Baden-Württemberg, Version 1.3“ (LUBW 2014, link: https://www4.lubw.baden-wuerttemberg.de/servlet/is/13930/).

         Die Leistungen umfassen insbesondere:

         — Auswertung vorhandener Unterlagen,

         — Erfassung und Bewertung aller im Gebiet vorkommenden und in der Zuständigkeit des Planerstellersliegenden Lebensraumtypen und Arten der FFH-Richtlinie,

         — Abarbeitung möglicher Zielkonflikte, insbesondere in Hinblick auf das überlappende Vogelschutzgebiet „Südschwarzwald“ und sämtliche darin vorkommende Arten der Vogelschutzrichtlinie,

         — Gebietsspezifische Formulierung von Entwicklungszielen für die genannten Lebensraumtypen und Arten der FFH-Richtlinie,

         — Gebietsspezifische Formulierung von Erhaltungs- und Entwicklungsmaßnahmen für die genannten Lebensraumtypen und Arten der FFH-Richtlinie unter Berücksichtigung der Zielkonflikte,

         — Einarbeitung der Daten und Planungen zu Lebensraumtypen und Arten, die im Rahmen des Waldmoduls (Forstverwaltung) und des Artenschutzprogramms (LUBW) bearbeitet wurden, Abarbeitung von Zielkonflikten,

         — Erarbeitung eines Maßnahmenplans für das FFH-Gebiet „Hochschwarzwald um Hinterzarten“ unter Berücksichtigung weiterer naturschutzfachlich wertgebender Arten,

         — Aktives Mitwirken an öffentlichen Informationsveranstaltungen sowie an projektbegleitenden Beiratssitzungen,

         — Intensive Abstimmung mit Naturschutzverwaltung und anderen Teilen der Verwaltung, bedarfsweise Bewirtschafter-Beratung.

         Der Managementplan ist die künftige Arbeitsgrundlage für die Naturschutz-, Landwirtschafts- und Forstverwaltung zur Umsetzung von Natura 2000. Durch die verfahrensbegleitende Öffentlichkeitsbeteiligung sollen die Akzeptanz von NATURA 2000 erhöht und weitere planungsrelevante Informationen gewonnen werden.
