Oberirdische Bebauung ca. 101 000 qm BGF (davon geringer Anteil im UG). Der „Elbtower“ wird gemischt genutzt sein, mit Büros, Hotel-/Boardinghaus- und Publikumsflächen. Die Entwicklung erfolgt durch einen privaten Bauherren auf eigenes wirtschaftliches Risiko, jedoch unter Beachtung bestimmter städtebaulicher Vorgaben durch die Freie und Hansestadt Hamburg, vertreten durch die HafenCity Hamburg GmbH.
