         Der Auftragnehmer hat auf Grundlage einer funktionalen Bauleistungsbeschreibung mit Raumprogramm alle erforderlichen Planungs- und Bauleistungen für die gebrauchsfertige Erstellung des Rat- und des Bürgerhauses inklusive der damit verbundenen Außenanlagen zu erbringen. Der Auftraggeber erwartet ein umfassendes Gesamtangebot für alle Planungs-, und Bauleistungen sowie für die Zwischenfinanzierung und die Wartungsleistungen innerhalb der verlängerten Gewährleistung einschließlich der Einregelung der technischen Anlagen, die für die gebrauchsfertige Errichtung des Rat- und des Bürgerhauses erforderlich sind. Die Bauzwischenfinanzierung ist auf die Bonität des Auftragnehmers abzustellen. Einredeverzichtserklärungen während der Bauzeit werden nicht gegeben. Für das Projekt ist die Einbindung von Fördermitteln vorgesehen.
