         Die Stadt Waldkirchen plant die Neuaufstellung des Flächennutzungsplans (Basis bildet der bestehende Flächennutzungsplan) für das gesamte Stadtgebiet Waldkirchen mit einer Gesamtfläche von ca. 8 004,5 ha und ca. 10 400 Einwohnern.

         Parallel zum Flächennutzungsplan ist auch der Landschaftsplan der Stadt Waldkirchen neu aufzustellen. Die Leistungen des Flächennutzungsplans sind nicht Gegenstand dieses Ausschreibungsverfahrens, sondern werden parallel in einem eigenen Verfahren vergeben.

         Der Nachprüfungsantrag ist nach § 160 Abs. 3 GWB unzulässig, soweit:

         — der Antragsteller den geltend gemachten Verstoß gegen Vergabevorschriften vor Einreichen des Nachprüfungsantrags erkannt und gegenüber dem Auftraggeber nicht innerhalb einer Frist von 10 Kalendertagen gerügt hat,
